CHILD CARE INSTITUTIONS

Will the Minister of WOMEN AND CHILD DEVELOPMENT be pleased to state:
(a) whether the Union Government has provided additional financial resources to Child Care Institutions (CCIs) for provision of additional items such as sanitization supplies, protective gear, medication, additional nutrition to boost immunity, additional clothing and bedding, capital costs to add infrastructure and equipment to ensure health and safety of children; and
(b) if so, the details thereof, State/UT-wise along with future initiative in this regard and if not, the reasons therefor?

STATEMENT REFERRED TO IN REPLY TO PART (A) AND (B) OF THE LOK SABHA STARRED QUESTION NO.26 FOR ANSWER ON 21.07.2023 RAISED BY SHRI SUNIL KUMAR MONDAL REGARDING CHILD CARE INSTITUTIONS (a) & (b) : The Juvenile Justice (Care and Protection of Children) Act, 2015 (as amended in 2021) is the primary legislation for ensuring the safety, security, dignity and well-being of children. The Act provides for protection of children in need of care and protection and those in conflict with law by catering to their basic needs through care, protection, development, treatment and social re-integration. Rule 29 of Juvenile Justice (Care and Protection of Children) Model Rules, 2016 (as amended in 2022) provides for physical infrastructure and Rule 30 provides for minimum standard of care which includes clothing, bedding, toiletries and other articles.
Ministry of Women and Child Development is implementing Centrally Sponsored Scheme namely ‘Mission Vatsalya’ (erstwhile Child Protection Services Scheme), through the State/ UT Governments on predefined cost sharing basis between the Central and the State Governments for delivering services for children in difficult circumstances which include institutional care and non-institutional care services. The Government is committed to provide security net of statutory and service delivery structures to the children in need of care and protection and children in conflict with law. The Child Care Institutions (CCIs) established under the Mission Vatsalya scheme support inter-alia age- appropriate education, access to vocational training, recreation, health care, counselling etc.
Financial assistance is provided to the States/UTs under Mission Vatsalya Scheme for CCIs @Rs.3000/- per month per child as maintenance grant for providing food, clothing, medicine, soap, oil, supplementary education, and also @Rs.1000/- per year per child for bedding including mattress, bed sheets, pillow, blanket, dari/mats etc. Further, scheme also provides funds for construction of each CCI (Children Home/ Observation Home/ Special Home/ Place of Safety) @Rs.134.93 lakh for a capacity of 50 children, @Rs.77.15 lakh for a capacity of 25 children and Rs.558.25 lakh for construction of Vatsalya Sadan (Children Home/ Observation Home/ Special Home/ Place of Safety/ Child Welfare Committee/ Juvenile Justice Board).
The scheme also provides for financial assistance to the States/UTs under “Swachhata Action Plan” to take up the activities of SAP in CCIs as well as Service Delivery Structures. Some of the activities include personal hygiene of children and staff in CCIs such as trimming nails, washing hands, cleaning of wardrobes, proper cleaning and frequent sanitization of the CCIs, fumigation of premises, clean drinking water regularly and cleaning of storage tanks, regular supply of hand sanitizer, soap and running water in the washrooms of CCIs etc. State/UT-wise details of grant released during the last three years are at Annexure-I.
Funds under the Mission Vatsalya Scheme are released according to the requirements and demands made by the States/UTs.
