Ref.: Railway Board’s letter No.E(NG)I/2012/PM 5/1 dated 11th June, 2018
This issue has already been raised by AIRF vide letter No.AIRF/78(461) dated 18th November, 2015. We have also raised this issue before the Railway Board vide PNM Item No.22/2014, which is still under discussion.
We are pained to note that, without any rhyme and reason and holding any discussion with the organized labour on the subject matter, Railway Board have issued these arbitrary orders, which are against the interest of the Trackmen.
In this connection, it is worthwhile to mention that, in the cadre restructuring all other staff have been given promotion w.e.f. 01.11.2013, whereas in case of promotion Trackmen are being forced to take actual payment from the date of taking over charge in higher grade posts.
We are unable to understand that, in the cadre restructure, the phenomena drawl of actual payment from the date of taking over charge to higher grade posts has been taken from which imaginary hypothesis, therefore, this letter should immediately be cancelled and the Trackmen should also be given the benefit of cadre restructuring w.e.f. 01.11.2013, the date other cadre have enjoyed this benefit.
