Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state:
(a) the salient features of the Pradhan Mantri Bhartiya Janaushadhi Pariyojana;
(b) the number of Jan Aushadhi Kendras (JAKs) stores in the country and the details of medicines being provided therein, State-wise;
(c) whether the Government proposes to establish more JAKs in the country, if so, the details thereof, State-wise and if not, the reasons therefor;
(d) the funds sanctioned, allocated and utilized thereunder during the last three years and the current year, State and year-wise;
(e) whether the yojana has made significant impact on the lives of common people by providing quality medicines at an affordable price, if so, the details thereof along with its response across the country;
(f) whether the Government has taken steps towards improving menstrual health of women through JAKs, if so, the details thereof and if not, the reasons therefor; and
(g) whether the Government has received complaints from various States regarding irregularities at JAKs, if so, the details thereof and the action taken thereon?

ANSWER: MINISTER OF STATE IN THE MINISTRY OF CHEMICALS AND FERTILIZERS (SHRI BHAGWANTH KHUBA)
(a) : With an objective of making quality generic medicines available at affordable prices to all citizens, especially the poor and the deprived ones, Pradhan Mantri Bhartiya Janaushadhi Pariyojana (PMBJP) was launched by the Government. Under the Scheme, dedicated outlets known as Pradhan Mantri Bhartiya Janaushadhi Kendras (PMBJKs) are opened to provide quality generic medicines at affordable prices. The scheme is implemented through Pharmaceuticals & Medical Devices Bureau of India (PMBI), a society under the aegis of the department. The prices of the Jan Aushadhi medicines are generally 50%-90% less than that of branded medicine’s prices available in the open market. An incentive up to Rs. 5.00 lakh is given to the Kendra owners @ 15% of monthly purchases made by the Kendra owners, subject to a ceiling of Rs. 15,000/- per month. In addition, one-time incentive of Rs. 2.00 lakh is provided to the PMBJP Kendras opened in North-Eastern States, Himalayan areas, Island territories and backward areas mentioned as aspirational district by NITI Aayog or opened by women entrepreneur, Divyang, SC & ST. In order to ensure quality of the products, medicines are procured only from World Health Organization – Good Manufacturing Practices (WHO- GMP) certified manufacturers. Further, each batch of drug is tested at laboratories accredited by ‘National Accreditation Board for Testing and Calibration Laboratories’ (NABL) before its dispatch.
(b) : Till 30.06.2023, about 9,512 PMBJKs have been opened across the country. State/UT- wise list of PMBJKs is enclosed as Annexure. The product basket of PMBJP presently comprises of about 1,800 medicines and 285 surgical devices covering all major therapeutic such as Cardiovascular, Anti-cancers, Anit-diabetics, Anti-infectives, Anti-allergic, Gastro¬intestinal medicines, Nutraceuticals, etc.
(c) : Government has set a target to open 10,000 PMBJKs by March 2024 across the country. However, no State- wise and UT-wise target for opening of new PMBJKs has been kept.
(d) : The details of the funds sanctioned, allocated and utilized under the Scheme during the last three financial years are as under:

No State/UT- wise specific allocations are made under the scheme.
(e) : The scheme has made significant impact to the lives of common people by providing quality generic medicines at an affordable price. The sale of medicines through more than 9,500 Kendras in the country has led to estimated savings of more than Rs. 20,000 crore to the common citizens during last nine years. Further, the scheme also provides a good source of self-employment with sustainable and regular earnings.
(f) : In order to ensure easy availability of the menstrual health services at affordable prices for women, Jan Aushadhi Suvidha Sanitary Napkins are being made available at Rs. 1/- per pad through PMBJKs opened across the country. Till 30.06.2023, about 39.64 Crore Jan Aushadhi Suvidha Sanitary Pads have been sold.
(g) : PMBI, the implementing agency of the scheme takes strict action against the complaints of irregularities, malpractices, non availability etc. After investigation of the complaints, appropriate action against defaulting PMBJKs, wherever required, is taken by PMBI.
