Ayushman Bharat has been announced by the Government of India in the Union Finance Budget 2018, which has two main pillars, setting up one lakh health and wellness centers in the country and connecting 10 crore families with a health insurance cover of Rs.5.00 lakh per annum.
Ayushman Bharat (AB) is an attempt to move from a selective approach to health care to deliver comprehensive range of services spanning preventive, promotive, curative, rehabilitative and palliative care. It has two components which are complementary to each other. Under its first component, 1,50,000 Health & Wellness Centres (HWCs) will be created to deliver Comprehensive Primary Health Care, that is universal and free to users, with a focus on wellness and the delivery of an expanded range of services closer to the community. The second component is the Pradhan Mantri Jan Arogya Yojana (PM-JAY) which provides health insurance cover of Rs. 5 lakhs per year to over 10 crore poor and vulnerable families for seeking secondary and tertiary care.
The Ayushman Bharat Yojana, newly called the Pradhan Mantri Jan Arogya Yojana (PMJAY), is a scheme that aims to give medical care to the economically underprivileged group of society. It is one of the most extensive healthcare programmes supported by the Indian government. Prime Minister Narendra Modi launched this programme to provide more than 50 crore Indians comprehensive healthcare. As per the statistics dated September’2019, more than 18000 hospitals are empanelled, and over 44 lacs beneficiaries are admitted under the scheme.
AB-PMJAY assists these households in obtaining the best healthcare treatments, including insurance coverage for pre and post-hospitalisation costs of up to INR 5 lakh for each family each year. The programme aims to give cashless treatment under secondary and tertiary healthcare for the weaker section of society. The PMJAY beneficiaries receive an e-card that can be used to access services at any accredited public or private hospital in the nation.
HWC are envisaged to deliver expanded range services that go beyond Maternal and child health care services to include care for non -communicable diseases, palliative and rehabilitative care, Oral, Eye and ENT care, mental health and first level care for emergencies and trauma, including free essential drugs and diagnostic services
Ayushman Bharat – National Health Protection Mission will be rolled out across all States/UTs in all districts with an objective to cover all the targeted beneficiaries.
Salient Features
- Ayushman Bharat – National Health Protection Mission will have a defined benefit cover of Rs. 5 lakh per family per year.
- Benefits of the scheme are portable across the country and a beneficiary covered under the scheme will be allowed to take cashless benefits from any public/private empanelled hospitals across the country.
- Ayushman Bharat – National Health Protection Mission will be an entitlement based scheme with entitlement decided on the basis of deprivation criteria in the SECC database.
- The beneficiaries can avail benefits in both public and empanelled private facilities.
- To control costs, the payments for treatment will be done on package rate (to be defined by the Government in advance) basis.
- One of the core principles of Ayushman Bharat – National Health Protection Mission is to co-operative federalism and flexibility to states.
- For giving policy directions and fostering coordination between Centre and States, it is proposed to set up Ayushman Bharat National Health Protection Mission Council (AB-NHPMC) at apex level Chaired by Union Health and Family Welfare Minister.
- States would need to have State Health Agency (SHA) to implement the scheme.
- To ensure that the funds reach SHA on time, the transfer of funds from Central Government through Ayushman Bharat – National Health Protection Mission to State Health Agencies may be done through an escrow account directly.
- In partnership with NITI Aayog, a robust, modular, scalable and interoperable IT platform will be made operational which will entail a paperless, cashless transaction.

- Visit the PMJAY website, https://pmjay.gov.in/, to get the Ayushman Bharat Hospital List. Click on ‘Find Hospital’.
- To fill the details, i.e. State, District, Hospital Type, Speciality, Hospital Name and Empanelment Type.
- Once all the request details are entered, enter ‘captcha code’ and click the button ‘Search’.
- Finally, you will get a list of hospitals are shown and ready to download.
Documents Required for PMJAY Scheme Registration
- Document to verify the identity and the age (Aadhaar Card or PAN)
- Contact information (Mobile, Address, Email)
- Certificate of caste
- Income statement (maximum annual income to be only up to Rs. 5 lakh a year)
- Evidence of the family’s current status in documents (Joint or nuclear)
